Sayyiduna Qabeesah bin Mukhaariq (may Allah be pleased with him) narrates: I took upon myself the responsibility of a payment (which was obligatory upon another person). I presented myself before the Prophet Muhammad (peace and blessings be upon him) to seek help from him. The Prophet (peace be upon him) said: "When the camels of charity come, we will pay you." Then the Prophet (peace be upon him) said: "Begging has been declared unlawful, except for three people: One is the person who takes upon himself the responsibility (of payment) for another. For him, begging becomes lawful until he pays it off, then he should refrain from begging. The second is the person who is afflicted by hunger and need, until three wise men from his people testify or say that this person is afflicted by hunger and need. For such a person, begging becomes permissible until he obtains the means to fulfill his basic needs, then he should refrain from begging. The third is the person who is struck by a calamity that destroys his wealth. For him, begging is permissible until he obtains assistance for his basic needs, then he should refrain from it. Other than these, whoever begs, it will be unlawful for him."
