What is Reported Regarding Punishment of the Masses Due to the Actions of the Elite
Hadith Number: 1826
حدثني مالك انه بلغه، ان ام سلمة زوج النبي صلى الله عليه وسلم، قالت: يا رسول الله انهلك وفينا الصالحون؟ فقال رسول الله صلى الله عليه وسلم: نعم " إذا كثر الخبث"
Umm al-Mu'minin Sayyida Umm Salama (may Allah be pleased with her) said: O Messenger of Allah (peace and blessings be upon him)! Will we be destroyed even when there are righteous people among us? He (peace and blessings be upon him) said: "Yes, when sins become widespread."

Hadith Number: 1827
وحدثني مالك، عن إسماعيل بن ابي حكيم ، انه سمع عمر بن عبد العزيز ، يقول:" كان يقال: إن الله تبارك وتعالى لا يعذب العامة بذنب الخاصة، ولكن إذا عمل المنكر جهارا استحقوا العقوبة كلهم"
Umar bin Abdul Aziz used to say that Allah, Glorious is His Majesty, will not afflict the general people with punishment because of the sins of specific individuals, but when sin is committed openly, then all will be deserving of punishment.
