Sahih Ibn Khuzaymah
جماع أَبْوَابِ ذِكْرِ أَفْعَالٍ اخْتَلَفَ النَّاسُ فِي إِبَاحَتِهِ لِلْمُحْرِمِ، نَصَّتْ سُنَّةُ النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ أَوْ دَلَّتْ عَلَى إِبَاحَتِهَا

والامر بالسكينة في السير بلفظ عام مراده خاص.
At this time, the command is to walk with ease and tranquility, but the words of this hadith are general while their intended meaning is specific.

حدثنا يعقوب بن إبراهيم الدورقي ، حدثنا يحيى يعني ابن سعيد . ح وحدثنا علي بن خشرم ، اخبرنا عيسى يعني ابن يونس ، جميعا عن ابن جريج ، قال: اخبرني ابو الزبير ، اخبرني ابو معبد ، عن ابن عباس ، عن الفضل ، قال: قال رسول الله صلى الله عليه وسلم عشية عرفة، وغداة جمع حين دفعوا الناس:" عليكم السكينة"، وهو كاف ناقته
Sayyiduna Fadl (may Allah be pleased with him) narrates that on the evening of ‘Arafah and the morning of Muzdalifah, when people began to depart, the Messenger of Allah (peace and blessings be upon him) said:“O people, proceed with calmness and tranquility,”while he had restrained his she-camel.
