Hazrat Muhammad bin Ishaq states that Hazrat Qasim was asked about a man who says to someone: "O son of a tailor," or "O son of a cupping practitioner," or "O son of a butcher," while in fact his father is not such—what is the ruling regarding this? Upon this, Hazrat Qasim replied: Indeed, we found that punishments were not carried out except in the case of a clear accusation or in the case of an explicit denial.

Hazrat Abdul Kareem narrates that Hazrat Saeed bin Musayyib said: The hadd (prescribed punishment) will not be enforced except upon the person who commits the act of hadd in an absolutely clear and manifest manner.

Hazrat Ismail bin Salim states that two men made an ambiguous accusation of adultery, so Hazrat Shabi gave the verdict that the prescribed punishment (hadd) would not be carried out on them.

Hazrat Ibn Tawoos states that Hazrat Tawoos did not consider the prescribed punishment necessary in a case of ambiguous matter.

Hazrat Mansur narrates that Hasan Basri said: The punishment (hadd) will not be applicable to a person until he says: "O adulterer, O adulteress, or O son of an adulteress woman."

Hazrat Shu’bah narrates that it is reported from Hazrat Hammad regarding a person who said to another:“Surely, your back will be lashed with the hadd punishment for adultery.”He (Hammad) said: If he wishes, he may say it like this:“Surely, I only meant that your back is a place where hadd could be applied.”He said: In this case, the hadd punishment will not be carried out on him.

Hazrat Auf narrates that Hasan Basri said: The punishment for false accusation (qadhf) will only be applied in the case of a clear slander.
