Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) narrates: We found this statement in the writing of Sayyiduna Umar (may Allah be pleased with him): The Noble Prophet (peace and blessings be upon him) said regarding the zakat of camels: "For five camels, the payment of one goat is obligatory; for ten camels, the payment of two goats is obligatory; for fifteen, the payment of three goats is obligatory; for twenty, the payment of four goats is obligatory; for twenty-five, the payment of five goats is obligatory. Then, when they increase, the payment of a bint makhad (a one-year-old she-camel) is obligatory; if that is not available, then the payment of an ibn labun (a two-year-old male camel) is obligatory. This will remain obligatory up to one hundred and thirty-three camels. If there is even one more, then for up to forty-five, the payment of one bint labun (a two-year-old she-camel) is obligatory. Then, if there is even one more, the payment of one hiqqah (a three-year-old she-camel) is obligatory, and this ruling continues up to sixty. Then, if there is even one more, the payment of one jadh’ah (a four-year-old she-camel) is obligatory, and this ruling is up to seventy-five. Then, if there is even one more, the payment of two bint labun is obligatory. If there is even one more, the payment of two hiqqah is obligatory, and this ruling is up to one hundred and twenty camels. If there is even one more, then for every forty, the payment of one jadh’ah is obligatory, and for every fifty, the payment of one hiqqah is obligatory." Salman bin Arqam, the narrator, has narrated in this manner, and this person is weak in hadith and is abandoned.

Sayyiduna Anas (may Allah be pleased with him) narrates: When Sayyiduna Abu Bakr (may Allah be pleased with him) was appointed as Caliph, he sent Sayyiduna Anas bin Malik (may Allah be pleased with him) to Bahrain and gave him this written document. This is the ordinance regarding Zakat, which the Noble Prophet (peace and blessings of Allah be upon him) made obligatory upon the Muslims, as Allah Almighty commanded His Messenger. Any Muslim who is asked for it according to this ordinance should pay it. Whoever is asked for more than this should not pay it. For up to 24 or less, sheep are to be given; for every five, one sheep is to be given. When they are 25, up to 35, one female Bint Makhad (a one-year-old she-camel) is to be given. When they are from 36 to 45, one female Bint Labun (a two-year-old she-camel) is to be given. From 46 to 60, one Hiqqah (a three-year-old she-camel fit for mating) is to be given. When their number is from 61 to 75, a Jadh’ah (a four-year-old she-camel) is to be given. When their number is from 76 to 90, two Bint Labun are to be given. When their number is from 91 to 120, two Hiqqah are to be given, which are fit for mating. When their number exceeds 120, then for every forty, one Bint Labun, and for every fifty, one Hiqqah is to be given. If the ages of the camels differ from those required for Zakat, then if a person is required to give a Jadh’ah in Zakat but does not have a Jadh’ah, but has a Hiqqah, then a Hiqqah will be taken from him along with two sheep, if he can easily give them, or twenty dirhams will be taken. If a person was to give a Hiqqah but does not have a Hiqqah, but has a Jadh’ah, then a Jadh’ah will be taken from him and the Zakat collector will give him twenty dirhams or two sheep. If a person was to give a Hiqqah in Zakat but only has a Bint Labun, then a Bint Labun will be taken from him and he will give two sheep or twenty dirhams along with it. If a person was to give a Bint Labun in Zakat but does not have it, but has a Hiqqah, then the Hiqqah will be taken from him and the Zakat collector will give him twenty dirhams or two sheep. If a person was to give a Bint Labun but does not have it and has a Bint Makhad, then the Bint Makhad will be accepted from him and he will be given twenty dirhams or two sheep. If a person was to give a Bint Makhad but does not have it, but has a Bint Labun, then it will be taken from him and the charity collector will give him twenty dirhams or two sheep. If the person does not have a Bint Makhad but has an Ibn Labun (a two-year-old male camel), then that will be taken from him and nothing else will be taken along with it. If a person has only four camels, Zakat will not be obligatory on him (however, if the owner wishes, he may pay). When the number of camels reaches five, then one sheep will be obligatory on them. Similarly, regarding sheep, when their number is from 40 to 120, one sheep will be obligatory. If the number exceeds 120, then up to 200, two sheep will be obligatory. When the number exceeds 200, then up to 300, three sheep will be obligatory. When the number exceeds 300, then for every hundred, one sheep will be obligatory. In Zakat, a sheep with a broken horn, one-eyed, or lame will not be accepted (however, if the charity collector wishes, he may accept such an animal). And to avoid Zakat, property should not be combined or separated. Whatever is jointly owned by two people, it will be taken from both on an equal basis. If a person’s sheep are even one less than forty, Zakat will not be obligatory on them, but if the owner wishes, he may pay. For slaves, a quarter of a tenth (i.e., two and a half percent of the original value) will be obligatory. If a person has only 190 (dirhams) in his wealth, Zakat will not be obligatory on them, but if the owner wishes, he may pay. The narrator named Yusuf (may Allah have mercy on him) has narrated these words in his narration: Sayyiduna Abu Bakr as-Siddiq (may Allah be pleased with him) wrote this document for him when he sent him to Bahrain (in it are these words): I begin in the name of Allah, the Most Gracious, the Most Merciful. This is the ordinance of the obligation of Zakat. The narrator named Fadl (may Allah have mercy on him) has narrated these words in his narration: When Sayyiduna Abu Bakr (may Allah be pleased with him) was appointed as Caliph, he sent Sayyiduna Anas bin Malik (may Allah be pleased with him) to Bahrain and gave him this written document and sealed it with the seal of the Noble Prophet (peace and blessings of Allah be upon him). On the blessed seal of the Noble Prophet (peace and blessings of Allah be upon him) were engraved these words: The word“Muhammad”on one line, the word“Rasul”on one line, and the word“Allah”on one line. This is the ordinance of the obligation of Zakat, which Allah Almighty has made obligatory upon the Muslims, about which the Noble Prophet (peace and blessings of Allah be upon him) has commanded.

Sayyiduna Anas bin Malik (may Allah be pleased with him) narrates about the Noble Prophet (peace and blessings of Allah be upon him):“This is the decree regarding the payment of zakat by Muslims, which Allah Almighty has commanded His Messenger. Whoever among the believers is asked according to it, should pay accordingly, and whoever is asked for anything beyond it, should not pay anything else. For every twenty-four camels or less, the zakat for every five camels is one goat. For twenty-five to thirty-five, the payment of one bint makhad (a one-year-old she-camel) is obligatory. If a bint makhad is not available, then the payment of an ibn labun (a two-year-old male camel) will be made. Then, for thirty-six to forty-five, the payment of a bint labun (a two-year-old she-camel) is obligatory. Then, for forty-six to sixty, the payment of a hiqqah (a three-year-old she-camel) is obligatory. For sixty-one to seventy-five, the payment of a jadh’ah (a four-year-old she-camel) is obligatory. For seventy-six to ninety, the payment of two bint labun is obligatory. For ninety-one to one hundred and twenty, the payment of two hiqqah is obligatory. Beyond one hundred and twenty, the rule is that for every forty, one bint labun is obligatory, and for every fifty, one hiqqah is obligatory. If there is a difference in the ages of the camels, then if a person is liable to pay a jadh’ah as zakat but does not have a jadh’ah, rather he has a hiqqah, then that will be taken from him, and he will pay two goats along with it, if possible for him, or else he will pay twenty dirhams. If a person was liable to pay a hiqqah and does not have it, but has a jadh’ah, then that will be taken from him, and the zakat collector will pay him two goats or twenty dirhams. If a person was liable to pay a hiqqah and does not have it, but has a bint labun, then that will be taken from him, and he will pay two goats or twenty dirhams along with it. If a person was to pay a bint labun and does not have it, but has a hiqqah, then that will be taken from him, and the zakat collector will pay him two goats or twenty dirhams. If the payment of a bint labun was obligatory in zakat and the person does not have it, but has a bint makhad, then that will be taken from him, and he will pay two goats or twenty dirhams along with it. If a person was to pay a bint makhad in zakat and does not have it, but has a bint labun, then that will be taken from him, and the zakat collector will pay him two goats or twenty dirhams. If a person was liable to pay a bint makhad in zakat and does not have it, but has an ibn labun (a two-year-old male camel), then that will be taken from him, and nothing else will be taken along with it. If a person has only four camels, then zakat is not obligatory on him, but if the owner wishes, he may pay something as charity. When he has five camels, then the payment of one goat becomes obligatory. The rule regarding goats is: for forty to one hundred and twenty, the payment of one goat is obligatory; for one hundred and twenty-one to two hundred goats, the payment of two goats is obligatory; for two hundred to three hundred, the payment of three goats is obligatory; for every hundred, the payment of one goat is obligatory. In zakat, no goat with a broken horn, one-eyed, or lame should be given, unless the zakat collector wishes (then such an animal may be accepted). To avoid zakat, wealth should not be combined separately, nor should combined wealth be separated. If something is jointly owned by two people, then collection will be made from both on an equal basis. If the number of goats is even one less than forty, then zakat is not obligatory, but if the owner wishes, he may pay something. For slaves, the payment of a quarter of a tenth (i.e., two and a half percent of the original value) is obligatory. If a person has only one hundred and ninety dirhams in wealth, then zakat is not obligatory on him (but if the owner wishes, he may pay something as charity).”The chain of this narration is authentic and all its narrators are trustworthy.

Ibn Shihab narrates: This is the copy of the letter of the Prophet (peace be upon him), which he wrote regarding zakat. Ibn Shihab narrates: Salim bin Abdullah bin Umar recited it to me and I preserved it exactly as it was. This is the same copy from which Umar bin Abdul Aziz took a copy from Abdullah bin Umar and Salim bin Abdullah when he was appointed governor of Madinah. Umar bin Abdul Aziz ordered his officials to act upon it and sent a copy of it to Walid bin Abdul Malik, who also ordered his officials to act upon it. After that, the caliphs continued to issue orders according to it. Then, under the order of Hisham bin Hani, a copy of it was delivered to every Muslim official, and he also ordered that the rulings contained in it be acted upon and instructed that they should not go beyond it. This document explains:“Zakat on camels becomes obligatory when their number reaches five. When they are five, one goat is due on them, until they become ten. When they are ten, two goats are due on them. When they become fifteen, three goats are due on them, until their number reaches twenty. When they become twenty, four goats are due on them, until they become twenty-five. When they become twenty-five, one bint makhad (a one-year-old she-camel) is due on them. If a bint makhad is not available, then a male ibn labun (a two-year-old male camel) is due, until their number reaches thirty-five. When their number is from thirty-six to forty-five, one bint labun (a two-year-old she-camel) is due on them. From forty-six to sixty, one hiqqah (a three-year-old she-camel fit for breeding) is due on them. From sixty-one to seventy-five, one jadh’ah (a four-year-old she-camel) is due on them. From seventy-six to ninety, two bint labun are due on them. From ninety-one to one hundred and twenty, two hiqqah are due on them, which can be given for breeding. From one hundred and twenty-one to one hundred and twenty-nine, three bint labun are due on them. From one hundred and thirty to one hundred and thirty-five, one hiqqah and two bint labun are due on them. Up to one hundred and forty, two hiqqah and one bint labun are due on them, until their number reaches one hundred and forty-nine. When their number reaches one hundred and fifty, three hiqqah are due on them, until their number reaches one hundred and fifty-nine. When their number reaches one hundred and sixty, four bint labun are due on them, and this ruling continues up to one hundred and sixty-nine. When their number reaches one hundred and seventy, one jadh’ah and three bint labun are due on them, and this ruling continues up to one hundred and seventy-nine. When their number reaches one hundred and eighty, two hiqqah and two bint labun are due on them, and this ruling continues up to one hundred and eighty-nine. When their number reaches one hundred and ninety, three hiqqah and one bint labun are due on them, and this ruling continues up to one hundred and ninety-nine. When their number reaches two hundred, four hiqqah or five bint labun are due on them, whichever of the two you find, you will collect it, according to the count we have written in this book. After that, in all types of camels, collection will be made according to what we have written in this book. Zakat on goats will not be collected until their number reaches forty. When their number reaches forty, one goat is due on them, and this ruling continues up to one hundred and twenty goats. When their number reaches one hundred and twenty-one, two goats are due on them, and this ruling is up to two hundred. When their number reaches two hundred and one, three goats are due on them, and this ruling is up to three hundred. When their number exceeds three hundred, up to four hundred, only three goats are due on them. When their number reaches four hundred, four goats are due on them, and this ruling is up to five hundred. When their number reaches five hundred, one more goat is due on them, and this ruling is up to six hundred. When their number reaches seven hundred, seven goats are due on them, until their number reaches eight hundred. When their number reaches eight hundred, eight goats are due on them, until their number reaches nine hundred. When their number reaches nine hundred, nine goats are due on them, until their number reaches one thousand. When there are one thousand goats, ten goats are due on them. After that, for every additional hundred, one goat is due (as zakat).”

Muhammad bin Abdur Rahman narrates: When Sayyiduna Umar bin Abdul Aziz was appointed as the caliph, he sent a message to Madinah Munawwarah to search for any decree regarding zakat from the blessed era of the Prophet Muhammad (peace be upon him). The decree was found with the descendants of Sayyiduna Amr bin Hazm (may Allah be pleased with him), which the Prophet Muhammad (peace be upon him) had written to Sayyiduna Amr bin Hazm (may Allah be pleased with him) regarding zakat. Similarly, the family of Sayyiduna Umar bin Khattab (may Allah be pleased with him) found the letter of Sayyiduna Umar (may Allah be pleased with him), which he had written to his officials regarding zakat, and it was in accordance with what was written in the letter of the Prophet Muhammad (peace be upon him) that he had sent to Sayyiduna Amr bin Hazm (may Allah be pleased with him). Umar bin Abdul Aziz instructed his officials to collect zakat in light of these two documents. Regarding the zakat of camels, both documents stated that if their number exceeds ninety, then payment of two Hiqqah is obligatory; this ruling applies up to one hundred and twenty. If the number exceeds one hundred and twenty, then payment of three Bint Labun is obligatory; this ruling applies up to one hundred and thirty-three. When the number of camels exceeds this, no payment is obligatory until the next ten is completed.
