Book of Tafsir (Quranic Exegesis)
His (Allah's) saying: {But its expiation is the feeding of ten needy people from the average of that which you feed your [own] families or clothing them or the freeing of a slave. But whoever cannot find [or afford it]—then a fast of three days [is required]. That is the expiation for oaths when you have sworn. But guard your oaths}

Sayyiduna Umar bin Khattab (may Allah be pleased with him) said: Sometimes a person comes to me and asks me for something, so I swear that I will not give him anything, then my heart changes and I give him something. So when I tell you to offer expiation on my behalf, then feed ten needy people, giving each needy person half a sa’ of wheat or one sa’ of barley or dates.

Sayyiduna Umar bin Khattab (may Allah be pleased with him) said: Sometimes I swear an oath that I will not give anything to certain people, then I think that I should give to them.
Sayyiduna Umar bin Khattab (may Allah be pleased with him) said: I have considered myself in the wealth of Allah like the guardian of an orphan; if I am in need, I take from it, and when I am at ease, I return it, and if I become wealthy, I refrain from it. And I have been made the guardian of a great matter of the Muslims, so if you hear me swear an oath and I do not fulfill it, then on my behalf feed ten needy people five sa’ of wheat, one sa’ for every two needy people.
