Mukhtasar Sahih Muslim
Obeying the ruler who acts according to Allah’s Book.
It is narrated from Umm Husayn (may Allah be pleased with her), the grandmother of Yahya bin Husayn, that:
I performed Hajj with the Messenger of Allah (peace and blessings be upon him) during the Farewell Pilgrimage, and he said many things. Then I heard him say: If a slave whose hands and feet are cut off, and who is black, is appointed as your leader, and he leads you according to the Book of Allah, then listen to him and obey him.
No obedience in disobedience to Allah; obedience is only in good.
It is narrated from Amir al-Mu'minin Sayyiduna Ali (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) sent an army and appointed a man as their leader (amir). He lit a fire and told the people to enter it. Some people intended to enter it, while others said, "We became Muslims by fleeing from the fire (and we abandoned disbelief out of fear of Hell, so how can we now enter the fire again? This is not possible for us)." Then this matter was mentioned to the Messenger of Allah (peace and blessings be upon him), and he said to those who intended to enter, "If you had entered it, you would have remained in it forever (because this is suicide and forbidden in Shariah)." And he praised those who were not willing to enter and said, "There is no obedience to anyone in disobedience to Allah; rather, obedience is only in what is permissible."
Do not listen or obey when ordered to sin.
Narrated by Sayyiduna Ibn Umar (may Allah be pleased with them both) from the Noble Prophet (peace and blessings be upon him): He (peace be upon him) said: It is obligatory upon a Muslim to listen to and obey (the ruler), whether he likes it or not, except when he is ordered to commit a sin; in that case, he should neither listen nor obey.
Obey rulers even if they withhold rights.
Wa'il al-Hadrami says that Salamah bin Zaid Jufi (may Allah be pleased with him) asked the Messenger of Allah (peace and blessings be upon him): "O Noble Prophet of Allah (peace and blessings be upon him)! If our leaders are appointed who demand their rights from us but do not give us our rights, what do you command us to do?" The Prophet (peace and blessings be upon him) turned away (i.e., did not answer). He asked again, but the Prophet (peace and blessings be upon him) still did not answer. Then, when he asked a second or third time, Ash'ath bin Qais dragged Salamah (may Allah be pleased with him) and said, "Listen and obey. The burden of their deeds is upon them and the burden of your deeds is upon you." In another narration, it is mentioned that Ash'ath bin Qais dragged him, so the Messenger of Allah (peace and blessings be upon him) said, "Listen and obey. Their deeds are with them and your deeds are with you."
Identifying the best and worst rulers.
Sayyiduna Awf bin Malik (may Allah be pleased with him) narrates from the Messenger of Allah (peace and blessings be upon him) that he said: "The best of your rulers are those whom you love and they love you, and they pray for you and you pray for them. And the worst of your rulers are those whom you hate and they hate you, you curse them and they curse you." The people asked, "O Messenger of Allah! Should we not fight such evil rulers with the sword?" He (peace and blessings be upon him) said, "No, as long as they establish prayer among you. And when you see something from your rulers that you dislike, then dislike their action, but do not withdraw from their obedience (i.e., do not rebel)."
Do not fight rulers as long as they pray, even if their conduct is bad.
Umm al-Mu’minin Umm Salamah (may Allah be pleased with her) narrates from the Noble Prophet (peace and blessings be upon him) that he said:“There will be rulers appointed over you, and you will see both good and bad deeds from them. Whoever recognizes the bad deed as evil has protected himself from sin, and whoever speaks against it is also safe, but whoever is pleased with it and follows it (is destroyed).”The people asked,“O Messenger of Allah! Should we fight against them?”He (peace and blessings be upon him) replied,“No, as long as they establish prayer.”To speak against it means to dislike it in the heart and to consider it evil in the heart (even if one cannot say it with the tongue).
Command to be patient over injustice.
Narrated from Sayyiduna Usaid bin Hudair (may Allah be pleased with him) that a man from the Ansar separated himself and said to the Messenger of Allah (peace and blessings be upon him): "Will you not appoint me as an official (governor or collector) like you have appointed such-and-such person?" The Prophet (peace and blessings be upon him) said: "After me, you will be deprived of your rights, so be patient until you meet me at the Hawd (Pond) of Kawthar."
Cling to the community during tribulations.
`Sayyiduna Hudhayfah bin al-Yaman (may Allah be pleased with him) says: People used to ask the Messenger of Allah (peace and blessings be upon him) about good things, but I used to ask about evil out of fear that I might fall into it. I said, "O Messenger of Allah! We were in ignorance and evil, then Allah brought us this good (i.e., Islam). Will there be any evil after this good?" He (peace and blessings be upon him) said, "Yes, but there will be a stain in it." I said, "What will that stain be?" He (peace and blessings be upon him) said, "There will be people who will follow a way other than my Sunnah and will follow guidance other than my guidance. Among them will be good things and bad things." I said, "Will there be evil after that?" He (peace and blessings be upon him) said, "Yes, there will be people who will call towards the doors of Hell. Whoever responds to them, they will throw him into Hell." I said, "O Messenger of Allah! Describe those people to us." He (peace and blessings be upon him) said, "They will have our complexion and will speak our language (i.e., they will be from among us)." I said, "O Messenger of Allah! What should I do if I reach that time?" He (peace and blessings be upon him) said, "Stick to the group of Muslims and their Imam." I said, "What if there is no group and no Imam?" He (peace and blessings be upon him) said, "Then keep away from all those sects, even if you have to bite the root of a tree, and remain in that state until death overtakes you."
One who leaves obedience and separates from the community.
`Sayyiduna Abu Hurairah (may Allah be pleased with him) narrates from the Noble Prophet (peace and blessings be upon him) that he (peace be upon him) said: Whoever withdraws from obedience to the ruler and separates from the community, then dies in that state, his death will be like the death of the days of ignorance. And whoever fights under a blind banner (i.e., a battle whose legitimacy is not clearly established by Shariah), becomes angry for tribalism, calls towards tribalism, or supports tribalism (and does not seek Allah’s pleasure), then if he is killed, his killing will be like that of the days of ignorance. And whoever attacks my Ummah, killing the good and the bad alike, not sparing even the believer, and does not fulfill the covenant made with anyone, then he has nothing to do with me and I have nothing to do with him (i.e., he is not a Muslim).
Nafi’ says that Abdullah bin Umar (may Allah be pleased with them both) came to Abdullah bin Muti’ when the incident of Harrah occurred during the time of Yazid bin Muawiyah (he sent an army to Madinah, and the people of Madinah were killed at Harrah, which is a place adjacent to Madinah, and various kinds of oppression were inflicted upon the people of Madinah). Abdullah bin Muti’ said,“Lay down a cushion or mattress for Abu Abdur Rahman (this is the kunyah of Abdullah bin Umar).”He said,“I have not come to sit with you, but rather to narrate to you a hadith which I heard from the Messenger of Allah (peace and blessings be upon him). He (peace and blessings be upon him) used to say: ‘Whoever removes his hand from obedience will meet Allah on the Day of Resurrection with no proof for himself, and whoever dies without having pledged allegiance to anyone, his death will be like the death of the days of ignorance.’”
