Sayyiduna Salman al-Farsi (may Allah be pleased with him) while besieging a fortress said: "I invite you to Islam; if you accept, you will have the same rights and duties as the Muslims. If you refuse, then pay the jizya. If you still refuse, then we will fight you on equal terms." Then he invited them for three days; when they did not accept, he fought them and Allah granted victory to the Muslims.

It is narrated from Amr bin Harith, may Allah have mercy on him, that the Noble Prophet, peace and blessings be upon him, used to say: "Do not betray, do not deceive, when you come to a people, first invite them to Islam. If they accept Islam, then invite them to migrate to the land of Hijrah. If they refuse, then they will be like the Bedouin Muslims; they will have no share in the spoils of war. Then if they refuse, seek help from Allah and fight them. And if they say that they want judgment according to Allah's command, do not accept, because you do not know what Allah's command is. Rather, make them accept judgment according to your and your people's decision. And if they say that they want to be under Allah's protection, do not grant it, but give them your own and your forefathers' protection, because breaking your own protection is better than breaking Allah's protection. And never grant any people protection on Allah's covenant."

It is narrated from Sayyiduna Sahl bin Sa’d (may Allah be pleased with him) that the Messenger of Allah (peace and blessings of Allah be upon him) said on the day of Khaybar:“Tomorrow I will give the flag to the person at whose hand Allah will grant victory.”The companions spent the whole night thinking about who would receive the flag. In the morning, everyone came to the Messenger of Allah (peace and blessings of Allah be upon him), each hoping that he would be given the flag. The Prophet (peace and blessings of Allah be upon him) asked:“Where is Ali bin Abi Talib?”It was said:“His eyes are hurting.”The Prophet (peace and blessings of Allah be upon him) sent for him, applied his saliva to his eyes, and prayed for him, and he was completely cured. Then the Prophet (peace and blessings of Allah be upon him) gave him the flag. Sayyiduna Ali (may Allah be pleased with him) said:“Shall I fight them until they become like us?”The Prophet (peace and blessings of Allah be upon him) said:“Go calmly. When you reach their field, first invite them to Islam and make clear to them the right of Allah. If Allah guides even one man through you, it is better for you than red camels.”

It is narrated from Sayyiduna Abu Hurairah (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said: "Tomorrow I will give the flag to the person who loves Allah and His Messenger, and Allah will grant victory at his hand." Sayyiduna Umar (may Allah be pleased with him) says: "That day, I never desired leadership." Then the Prophet (peace and blessings be upon him) called Sayyiduna Ali (may Allah be pleased with him), gave the flag into his hand, and said: "Go, and do not look back." Sayyiduna Ali (may Allah be pleased with him) went, then stopped and, without turning, asked: "O Messenger of Allah! On what things should I fight them?" The Prophet (peace and blessings be upon him) said: "Fight them until they testify that there is no god but Allah, and Muhammad (peace and blessings be upon him) is the Messenger of Allah. When they say this, their blood and wealth will be protected, except by the right of Islam, and their reckoning is with Allah."

It is narrated from Sayyiduna Sa'id bin al-Musayyib (may Allah have mercy on him) that a man came to him and said: "O Abu Muhammad! Shall I not tell you what we do in our battles?" He said: "Do not tell." The man said: "When the Messenger of Allah (peace and blessings be upon him) would stay in any town, he would invite the people of that town to Islam. If they accepted, he would include them among himself and his companions. If they refused, he would invite them to pay jizyah. If they paid jizyah, he would accept it. If they refused, he would declare war on equal terms. And even if the least of his companions made a covenant with anyone, all of them would fulfill it together."

Hazrat Shaqiq bin Salamah Asadi (may Allah have mercy on him) narrates that Sayyiduna Umar bin Khattab (may Allah be pleased with him) sent Salamah bin Qais Ashja’i (may Allah be pleased with him) from Harrah to fight against a group of the people of Persia, and said:“Set out in the name of Allah, strive in the path of Allah, fight those who deny Allah, do not be treacherous, do not deceive, do not mutilate the dead, do not kill a woman, nor a child, nor an old man. When you reach them, invite them to Islam and to jihad; if they accept, then they are among you, they will have the same rights as you and the same responsibilities as you. If they refuse, then invite them to Islam only, without jihad; if they accept, then accept them, but do not give them a share in the spoils of war. If they refuse, then invite them to pay jizyah; if they agree, then set the jizyah according to their ability, and appoint an army over them to fight those who come after them. If they still refuse, then fight them. If they ask you for protection in the name of Allah and His Messenger (peace and blessings be upon him), do not grant it, but grant protection from yourselves. Then if they refuse, fight them, Allah will grant you victory over them.”

Then we went and invited them to all these things, but they did not accept, until the siege became severe. They said:“Grant us protection in the name of Allah and His Messenger.”We said:“No, but we grant you protection from ourselves.”Still, they did not accept. We fought, and one Muslim was martyred, then Allah granted us victory. We took possession of their wealth, slaves, and riches. Then our commander Salamah bin Qais (may Allah be pleased with him) entered their temple, saw two chests, and asked:“What are these?”It was said:“These are the treasures of their temple.”When they were opened, extremely valuable treasures came out. Then he asked the people:“Do you willingly give this wealth for the Caliph?”All said:“Yes, we make Allah a witness.”Salamah sent me to take this wealth to the Caliph Umar bin Khattab (may Allah be pleased with him). When I reached Madinah, I searched for him and found him leaning on a stick, feeding people, with very simple food, and eating himself as well. I said:“I have something to discuss with you.”He went into a simple hut. I also went inside, and there was a state of hunger. I informed him about the wealth. When Umar (may Allah be pleased with him) heard about this wealth, he became very angry and said:“By Allah! Umar will not live in luxury by taking possession of the Muslims’ wealth while the Muslims are hungry and thirsty facing the enemy.”Then he ordered:“Take this wealth back, distribute it, and divide it among the Muslims.”

It is narrated from Hazrat Qatadah, may Allah have mercy on him, that he transmitted a hadith with a chain of narration to Sayyiduna Umar bin Khattab, may Allah be pleased with him, that he had a messenger who used to deliver messages between him and the king of Rome. The wife of Sayyiduna Umar, may Allah be pleased with him, borrowed a dinar from someone and bought perfume with it, filled it in bottles, and sent it through the messenger to the wife of the king of Rome. When the messenger arrived there, the king’s wife took out the perfume and filled the bottles with precious jewels and sent them back, saying:“Give these to the wife of the Commander of the Faithful, Umar.”When these bottles returned, Umar, may Allah be pleased with him, entered the house and saw the bottles and said:“O woman! What is this?”She replied:“I borrowed a dinar from such-and-such person, bought perfume, filled it in bottles, and sent it through the messenger to the wife of the king of Rome, so she sent these jewels.”Sayyiduna Umar, may Allah be pleased with him, said:“O so-and-so! Take these, sell them, pay off the debt, and deposit the remaining wealth in the public treasury (Bayt al-Mal); the family of Umar is not more entitled to it than the Muslims.”

Hazrat Abu Wa'il (may Allah have mercy on him) narrates that As-Sa'ib bin Al-Aqra' (may Allah be pleased with him) was an official over a region on behalf of Sayyiduna Umar bin Khattab (may Allah be pleased with him). While digging the ground there, buried gold was found. As-Sa'ib said: "I see no right for myself in this wealth except for the Commander of the Faithful; it is neither fay', nor jizyah, nor charity." So he called the people for consultation and then sent this wealth to Sayyiduna Umar (may Allah be pleased with him). When the messenger reached Sayyiduna Umar (may Allah be pleased with him) with the wealth, Umar (may Allah be pleased with him) asked the messenger: "What is this that you have brought? This is not something that pleases me." The messenger said: "O Commander of the Faithful! My camel has become weak, please provide me with a mount." Sayyiduna Umar (may Allah be pleased with him) said: "If you were not a messenger, I would not give you anything." Then Sayyiduna Umar wrote to the people of water that they should provide him with a mount from water to water, and he summoned As-Sa'ib bin Al-Aqra' to Madinah. When As-Sa'ib (may Allah be pleased with him) reached Madinah, he presented himself before Sayyiduna Umar (may Allah be pleased with him). At that time, there was a bowl in front of Umar (may Allah be pleased with him) in which there was a hard, thick piece of bread and a lean piece of camel meat. Sayyiduna Umar (may Allah be pleased with him) said: "Eat!" So As-Sa'ib ate a little but could not eat much. Umar (may Allah be pleased with him) said: "Eat! This is not like the white flour of your Iraq which you eat!" Then Umar (may Allah be pleased with him) asked who was at the door. The answer came: shepherds. He asked: "Are they black?" It was said: Yes. He said: "Call them in." So they came and began to eat with Umar (may Allah be pleased with him) until their fingers were licking the edges of the bowl. Afterwards, Umar (may Allah be pleased with him) asked As-Sa'ib: "What is this wealth that you sent?" As-Sa'ib said: "This was a buried treasure found, it was not fay', nor jizyah, nor charity. I thought no one had a right to it except the Commander of the Faithful." Sayyiduna Umar (may Allah be pleased with him) said: "May Allah bless you! Who made me entitled to it while I am in Madinah and the Muslims are lined up against the enemies?" As-Sa'ib said: "O Commander of the Faithful! I have made this lawful for you." Umar (may Allah be pleased with him) asked: "Do you recognize the seal of your messenger?" Then the seal was opened and strange and wondrous things came out. Umar (may Allah be pleased with him) said: "I swear to you, take this wealth and distribute it among the Muslims in Kufa." Hazrat Abu Wa'il (may Allah have mercy on him) says that he saw As-Sa'ib taking out pieces of gold and distributing them among the Muslims until everyone was given.

It is narrated from Sayyiduna Abdullah bin Shaddad (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) wrote a letter to Heraclius, the king of Rome: "From Muhammad, the Messenger of Allah (peace and blessings be upon him), to Heraclius, the king of Rome. I invite you to Islam. If you accept Islam, you will have the rights and responsibilities of Muslims, and if you refuse, then leave the peasants so that they may become Muslims or pay jizya." When the letter reached Heraclius and he read it, his brother stood up and said: "Do not read this letter; he has put himself before you, he did not call you king, but rather the master of Rome." Heraclius said: "You are lying. If he began with his own name, then he is indeed the one who wrote to me, and if he called me the master of Rome, then I am truly the master of Rome; they have no ruler besides me." Then he began to read the letter, and out of intense fear, sweat began to flow from his forehead, even though it was the season of severe cold. He said: "Who knows this man?" So he summoned Abu Sufyan (may Allah be pleased with him). He asked: "Do you know this man?" Abu Sufyan said: "Yes." He asked: "How is his lineage among you?" He said: "He is of the highest lineage among us." He asked: "Where is his house in your village?" He said: "In the center of our village." So Heraclius said: "This is among the signs of his prophethood." Then he asked: "Do some of your people go to him and some come from him to you?" He said: "Our people go to him; they do not come to us." He asked: "Have you fought against him?" He said: "Yes." He asked: "Who prevailed?" He said: "He prevailed over us." He said: "This too is among the signs of his prophethood." Then Abu Sufyan said: "Do you not hear that he says he will prevail over all the earth?" Heraclius said: "If he is truly so, then he will surely prevail over the earth, even over whatever is beneath his feet. And if I were certain that he is the one, I would go to him myself and kiss his feet." Abu Sufyan says: "That was the first day I felt awe of Muhammad (peace and blessings be upon him)." He says: "This man was sitting on his throne, in his kingdom, in his fortresses, and just by reading the letter, sweat was pouring from his forehead. From that day I remained in fear of them until Allah guided me to Islam." And in that letter were these verses: «يَا أَهْلَ الْكِتَابِ تَعَالَوْا إِلَى كَلِمَةٍ سَوَاءٍ بَيْنَنَا وَبَيْنَكُمْ أَلَّا نَعْبُدَ إِلَّا اللَّهَ وَلَا نُشْرِكَ بِهِ شَيْئًا وَلَا يَتَّخِذَ بَعْضُنَا بَعْضًا أَرْبَابًا مِنْ دُونِ اللَّهِ فَإِنْ تَوَلَّوْا فَقُولُوا اشْهَدُوا بِأَنَّا مُسْلِمُونَ» and: «هُوَ الَّذِي أَرْسَلَ رَسُولَهُ بِالْهُدَى وَدِينِ الْحَقِّ لِيُظْهِرَهُ عَلَى الدِّينِ كُلِّهِ وَلَوْ كَرِهَ الْمُشْرِكُونَ» and: «قَاتِلُوا الَّذِينَ لَا يُؤْمِنُونَ بِاللَّهِ وَلَا بِالْيَوْمِ الْآخِرِ وَلَا يُحَرِّمُونَ مَا حَرَّمَ اللَّهُ وَرَسُولُهُ وَلَا يَدِينُونَ دِينَ الْحَقِّ مِنَ الَّذِينَ أُوتُوا الْكِتَابَ حَتَّى يُعْطُوا الْجِزْيَةَ عَنْ يَدٍ وَهُمْ صَاغِرُونَ» .

Then a bishop of Rome, Baghatir, who was the prayer leader of their kings, met some of the companions of the Messenger of Allah (peace and blessings be upon him) and said: "Write for me a surah from the Qur'an." So the companions wrote a surah for him. When he read it, he said: "This is indeed the Book of Allah which we recognize." Thus, he became Muslim but concealed his Islam. On Sunday, he did not go to his place of worship, nor did he go the next Sunday. When he was asked: "Are you ill?" the king summoned him and said: "You must come, or you will be brought by force." When he came, the king asked: "What is the matter?" He said: "This is the Book of Allah and the command of Allah, and this is the attribute of the Messiah that we know." The king said: "Alas, if I were to say this, the people of Rome would kill me." So Baghatir said: "But I say it." Then when he said this, the people seized him and tortured him severely, until his ribs were pulled out from his body, but he did not turn away from his religion until he was killed and burned.
